Who We Are

Firefly Advocacy is a Black and woman-owned government affairs and advocacy firm based in Minneapolis and Saint Paul. Founded by Principal Fatima Moore, Firefly combines deep knowledge of government and politics with a steadfast dedication to advocacy. We seamlessly integrate legislative advocacy and relationship management, aligning an unwavering commitment to our clients’ goals with winning strategies.

Where the light began

From social work to the Capitol

Fatima’s path to the Capitol began in a social work classroom at the College of St. Scholastica. Studying social work with an emphasis on public policy, she kept seeing the same thing: the families and communities she was learning to serve were shaped by decisions made far from them, in rooms they rarely got to enter.

That realization brought her to Saint Paul. Through the Citizens League’s Capitol Pathways program, she interned with Lutheran Social Services, learning how ideas become bills, how bills become law, and whose voices get heard along the way. Her first full-time role, lobbying for the Metropolitan Consortium of Community Developers, put her in those rooms herself. At the Minnesota Coalition for the Homeless, she led a statewide agenda to keep Minnesotans housed.

Then she crossed to the other side of the river. At the City of Minneapolis, Fatima rose from senior government affairs to director, and later served as Deputy City Coordinator, seeing firsthand how policy is made, funded and carried out. After a brief stint at a lobbying firm, she made the leap.

Firefly grew out of that whole journey: a social worker’s focus on people, an advocate’s persistence, and an insider’s understanding of government. It is a firm built to open the doors of government to the people most affected by policy, and to light the path from bright ideas to real change.
